what's wrong with profane? there's nothing that says it can't be profane, it says:
"a combination of letters or numbers that refer in any language to race, religion, color, deity, ethnic heritage, gender, sexual orientation, disability status or political affiliation."
i don't see anything about prohibiting profanity.

If you're going to sell vanity plates, then you ARE allowing expression. I'll be interested to see how lawyers view this; to this non-lawyer, it appears blatantly unconstitutional on its face. You are allowing expression, true, but courts have generally not given full 1st Amendment protections to the plates. There is a lot of latitude to control what goes on the plates, so long as such latitude is applied in a non-discriminatory manner.
These vanity plates are no different than if the state of Vermont owned some billboards and allowed people to rent space on them. The state could put a lot of prohibitions as to what went on those billboards.

Are you under the impression that it's the government's right to forbid me from expressing my religious sentiments?Governments don't have rights, they have powers. You're not being forbidden from expressing your religious sentiments, government is regulating the manner of expression. You're still free to proclaim your gods word to the heathens via a bumper sticker, or perhaps paint it on your car.
