This isnt the first time that such a proposal has been put forward. It isn't the first time.
I distinctly remember there was discussion of a centralized command center, revolving around the FBI.
I may be mistaken, but I think the FBI opposed it on the grounds that it would shift their resources from their other duties.
This is going to be expensive.
Representative Weldon was trying to get a system called NOAH ("National Operations Analysis Hub") in place during 1999 and 2000. I don't think it was going to be owned by any one intelligence agency. The FBI and CIA opposed it, and it died. It was to be based on the Information Dominance Center's system.
