I know that. I posted the article because it discusses what the Information Dominance Center/Special Operation Command was up to when it undertook Operation Able Danger on the behest of the CLINTON administration --- deciding which al-Qaeda cells to take out. They didn't make any final recommendations until January 2001, as President Clinton was leaving the White House.
But from the NYT and other sources, we learned that IDC/SOC wanted to turn over Atta's name to the FBI earlier than the final recommendations - in September 2000. The "it was January 2001, so we wanted to let new administration to decide what to do with al-Qaeda" line that the Clintonistas were pushing during the 9/11 Commission's hearings DIDN'T apply in September 2000. Algore was still running for President.
