I may be cynical, but it sounds to me like Jessica misses the spotlight and tried to put herself back in it.

I think you may be wrong. The stories coming out of Morgantown this week are to the effect she is nervous about beginning school. She is 22 years old, entering with those who will be 17 and 18. She expressed the desire to fit in, not to stand out.
Her lifelong dream was to teach kindergarten. Part of the reason for entering the military was because she was from RURAL Palestine WV which does not have much of an economy. She needed the money to finally realize her dream.
I say good for her, and if now she gets a free education, in addition to what she has been through, whether the military pays it, or whether it is by special order of the Governor as some have speculated, then it is fine by me.
