We had a full declaration of war, which gives the president tremendous emergency powers. That will be needed here, sooner or later.

An example of WWII, there was a 'lights out' policy in the coastal cities at night. Goods were rationed. And detainment was backed up by the Supreme Court at the time. Of course, that was not a very constitutional court-- packed by FDR. I don't consider it legitimate, to be honest. But it would be interesting to read their statements.
