It handicaps these kids horribly, I agree.
If someone indeed WANTED to make sure these kids were uneducated, unemployable, locked out of our society and resentful, it would be hard to come up with a better plan.
At the rate we're going, it is the educated and literate who will be locked out of the society. The lunatics (translated liberals) and illegals will BE the society.
You would think whoever would propose this idea would be sent packing. It further dooms these kids to a life of poverty, ignorance, and hopelessness.
