Political and cultural tensions have existed between the East Indian and native communities there for years.
Though, based upon the description of the incident, this sounds more like the work of a singular nut-job.
Wasn't there some lunatic who went on a homicidal rampage at a Roman Catholic church a few years ago?
It might have been in St. Croix, though-to be honest-I don't remember many specifics about the incident.
