Local goverments are getting the money back that was stolen from them and they're getting paid back a year early. Instead of a $15 billion deficit it's $5 billion. Also, for the first time, Prop 98 road funds are actually *gasp* going to roads! Did I mention no new taxes? And (even better) NO NEW BORROWING.

Your emphasis on "New". What choice wording for this con job. There is still $4 billion of borrowing in this budget. This budget spends $6 billion more than revenues. It stinks, all around.
