According to the DoE the technology is capable of rapidly heating human skin to a pain level that has been demonstrated as "very effective at repelling people" without apparently burning the skin or causing other secondary effects.Durbin: "Torture, torture....Nazis, Pol Pot, the Borg, Romulans...."

I've seen video of these devices in action, quite effective. Not even the toughest marine was able to stand it for more than a second.
The biggest issue is the size. It can only fit on top of a Hummer, or on a stationary structure. Also effective in crowd control. I can see these being given to riot police in the next five years or so

How about non-exposed skin? If the water in the body is absorbing the radio waves, then just wearing thick clothes and possibly hosing them down should protect anything you can cover. About the only thing that might be difficult to cover would be the corneas, and I wouldn't be surprised if someone comes up with some type of goggles to absorb that frequency.
I found an Air Force document RADIO FREQUENCY RADIATION BIOEFFECTS PROGRAMS AT THE U. S. AIR FORCE RESEARCH LABORATORY. Pages 4 and 5 (listed as 471 and 472 in the document) describe the effects of being hit with one of these MMW weapons.

Yep. Pretty much everything except fusion-power spacecraft (impulse engines worked that way), warp drive and teleportation/beaming. Death rays are still experimental but we will have them soon.
