The Sacramento union magazine is going to publish a very informative article on regional government in its next issue, coming out in July, I think.

It talks about SACOG, the Sacramento area council of governments, how they got their funding to exist, and how they are using their authority to re-engineer the Sacramento area into a "sustainable" region.

Even though the article is about SACOG, the modus operandi is the same for all regional governments in the United States, so if you're not from the area there are still things to be learned.
