Why does OPIC exist and how did it get $5 billion plus of taxpayer money?

Thought,

I'm on your side here, but the article says "OPIC's money comes from proceeds from its loans and insurance premiums rather than tax dollars."

I was looking for it, and perhaps I missed it, but where is this $5B in tax payer money? (Believe me, I assume the tax payer is getting soaked somewhere, I'm just looking for the evidence of my assumption).

The price is probably far higher and the taxpayer is probably paying the administrative costs of the program itself, and the program itself probably offloads its costs to other, more explicitly taxpayer funded government agencies.
