The best place I have ever driven during rush hour is Phoenix Arizona. After living in the DC area all my life, I have never seen such laid back people like I did in Arizona during rush hour. I had to ask my sister if anybody worked in AZ, she asked why? and said cause there is no traffic jams :-)
This was back in 1988 so things might have changed since then
