SPRINGFIELD -- Black lawmakers lashed out Thursday against a deal struck earlier this week that would limit jury awards in medical malpractice cases, and warned Gov. Blagojevich not to count on their political support if he goes along with it.
"Sooner or later, the black community is going to rise, and they're going to have to respond to us," said Sen. Kwame Raoul (D-Chicago). "I hope the governor thinks about that before signing this legislation. We've got an election next year, so the Black Caucus can be effective in that regard."
A House committee approved the deal Thursday, and the full House could vote on it today.
Critics of the deal say the limits worked out by legislative leaders discriminate against the unemployed, poor and elderly because they only apply to pain and suffering. There are no caps on how much in lost wages victims can recoup.
Blagojevich pledged Wednesday to sign the bill, but the group urged him to reconsider. With declining poll numbers, Blagojevich may gain from the deal in southern Illinois, where demand for malpractice reform runs high. But as the Black Caucus pointed out, minorities are among his most consistent supporters.
A Blagojevich aide said the governor continues to oppose jury award caps, but felt a compromise was necessary to get new state regulations on the insurance industry.
"We have to have insurance reforms that lower premiums," spokeswoman Rebecca Rausch said. "That's what makes this bill strong, strong enough for the governor to put his personal opposition to caps aside."
Those damn Illinois lawmakers. Taking away another income stream for the poor and down-trodden. Just how are the poor supposed to make a living if jury awards are taken away?
Further evidence that it's all about the lottery attitude, not kicking inept docs out of the system.

If the Republicans are capable of planning this type of action at the state level, why in the hell can't they plan a confirmation vote in the U.S. senate?
I said this a few weeks ago but Hell may indeed may be partially freezing over. If a democratic house and senate and Governor were to approve tort reform with caps, then medical care may be a lot worse than I ever imagined in Illinois. The caps are too high and won't lower premiums that much but it is a start. For that I give them credit.
Oh no! They will withdraw their support for a governer that won't be reelected anyway!!
It's all about how much they can squeeze doctors for, never mind that there are ZERO neurosurgeons south of I-80 and ob/gyn's are fleeing the state like they are on fire.

I love the mindset of many of these black lawmakers....if we don't get our way we will rise. Blago, just tell Kwame what's his face to stick it where the sun don't shine and that he's bordering on inciting violence. We have a wacko black councilman in NYC called Charles Barron who is touting Joann Chesimard as a hero who was done wrong. The gall of this idiot. But if one calls him an idiot and takes a pee on his opinion (which is all it's worth), they are the baddie bigots.
Only Brooklyn-based politician I have any respect for was my former councilman then State Senator Marty Golden. The rest are absolutely worthless.
