That doesn't pass the smell test. After Abu Ghraib, it's inconceivable that the military would have that attitude.

To complete my thought: It should probably should say "this was handed over by opponents of the Bush administration in the hope of fanning the insurgency and moving Iraq closer to civil war." I would bet the ranch that this was NOT released by an official military source, nor was it released for the stated reason, which is utterly illogical.
