The real headline is : "Blind mom sues over legal roadblock"
You seem to have misunderstood the article.
The woman wants to be able to legally designate another family member to be the child's guardian to allow the child to drive with that family member.

Ahhh! But the ADA requires that someone (the state in this case, I guess, or maybe the automakers?) make "reasonable accommodations" for her disability...
The legal beagles' idea of "reasonable accommodation" can be pretty extreme!

I'm glad you pointed that out, because it encouraged me to read the rest of the article. I think the state should find an accommodation for situations like this one.
On the one hand, parental instruction doesn't end the day the child gets their license, but on the other hand, most young drivers put in more miles without their parent in the car than miles with them in the car.
Still, preventing the girls from getting their licenses until they are 18, because their legal guardian is blind & ineligible to have a license is sorta messed up. Can Mom license a vehicle in the state & get auto insurance?

If you read the whole story, the gist is that Co. law says a parent has to be with the child with the learner's permit. The girl wants permission to have another adult supervise her driving. The Co. Att. Gen. says no. The mother needs to give up parental control before someone else can supervise the girl's driving. The Att. Gen. will not budge on letting another adult supervise the girl.
