on cnn Barbara Starr the pentagon correspondent said they are talking about Louisiana and Texas as far as refinaries being built in since they are both oil rich states.

The pipelines are needed. Navigable waterways are not. How big a boat can you sail to Casper, WY; Salt Lake City, UT; Odessa, TX; or Bartlesville, OK?
