DMV Employee Arrested For Making & Selling Fake ID's
Apr 8, 2005, 8:27 PM

She was supposed to be making driver's licenses, but the DMV says one of their own workers has been busted for selling fake ID cards under the table. Tonight the woman is behind bars and some are wondering how she slipped through the cracks to get hired in the first place. News 3's Alex Savidge is live at the DMV office on west Flamingo to tell us what sort of background check DMV workers have to go through.

The DMV says it's extensive; they check for past convictions and screen people during interviews. But they admit they can't catch everyone who's set on breaking the law. This is one example of that -- this week DMV investigators arrested a worker at an office who they say was making fake ID's and selling them for big bucks.

DMV investigators say Charita Carter was one of those workers accused of making and selling phony Nevada ID cards. The DMV says she sold the fake cards for 500 dollars a pop, but she got busted when she sold one to an undercover police informant this week. Sources say that informant was a prostitute who bought a fake ID card from Carter last year.

"The woman agreed to become a confidential informant and our compliance enforcement division set her up in a sting to purchase another ID from Carter.... which she did and Carter was arrested shortly after that."

The DMV says Carter has worked at the Flamingo office for the last 4 years. Investigators don't know yet how many fake ID cards she made during that time -- but they say she wasn't stealing people's identities -- the names and social security numbers she used were fake.

Carter is facing two felony charges right now and up to 10 years in prison. She's on un-paid leave from the DMV but will likely be let go soon. She's due in court later this month. The DMV says they are still investigating this case and more charges could be filed against Carter.

And it never ocurred to her that:
a. the people who wanted these were outlaws, who
b. would likely go commit some crimes, and
c. some of them would get caught, then
d. flash the forged IDs, and
e. the entire LE community, up through the DHS and
FBI, would take extreme interest in someone bearing
an authentic but fake ID.

Arizona just went through this same exercise. Investigators in Arizona broke up a whole ring of these crooks.

If a person committed a crime using these fake ID's, could this person be prosecuted as accessory after the fact?

Hmmmm, and it only took them FOUR YEARS to catch her.
Government efficiency is wonderful. NOT.

Charita, selling ID's to who knows who

Not to the customers in Indiana. That market was already staked out.

Indiana probe of scam at BMV widens

6 Indiana employees suspended on suspicion of taking bribes.

Indiana investigators now say bribes to BMV workers paved the way for at least 1,000 foreign citizens to obtain Indiana driver's licenses illegally -- a network of fraud so widely known that people traveled from out of state for the chance to take advantage of it.

Six Indiana state Bureau of Motor Vehicles workers were suspended in connection with a scam that involved the use of bogus passports, visas and other documents. The scope of the investigation has grown from an earlier estimate of 100 such licenses.

A BMV worker, acting as a police informant, has told investigators that she and numerous other employees at two Marion County, Indiana license branches forged documents and provided driver's licenses and identification cards to illegal aliens of various nationalities, federal court documents show.

This is why we need more H-1B visas. We should hire foreigners to produce phony IDs for other foreigners.

Government employees abusing their positions for personal gain are the antithesis of a civilized society. Selling government documents for cash under the table is the kind of crap you expect to find in third world thugocracies, not America.

This kind of abuse has always gone on to some degree and probably always will, but the only way to minimize it is harsh accountability and this woman should serve every day of those 10 years. This had been going on for four years. Her immediate supervisors should be demoted to the bottom of the DMV foodchain if not fired. Her co-workers should be investigated to see what they knew.

Here in Las Vegas a Motor Vehicle Office was run into by a truck at night. The camera, computer and over 2000 blank licenses were taken.

I imagine the penalty for this would be ten days paid leave.

Hmm, Dukakis --when Gov. of MA. --okayed some 6000 fake social security numbers for illegals in the year or so before he ran for President. No jail time for big Mike.

Over 2,000? Is something bigger in the works? Between this and the INS I fear what may be on the horizon.

What I would like to know is, did she take the job at DMV with the intentions of doing this or was she introduced to this scheme while on the job.

Interesting thought you have above.

Makes one ask who the others are?

There were 26 arrested in one swoop, in Arizona, a few months ago, so many that the Drivers license offices actually were on the radio as being closed for a couple days.

If I recall it correctly, there were at least 2 more arrests of 8 on each sweep.
