SACRAMENTO - The chief architect of Gov. Arnold Schwarzenegger's unfulfilled plan to ``blow up'' bureaucratic boxes is leaving the administration as Team Arnold gears up for a critical battle.

Paul Miner, one of the Republican governor's earliest political advisers, will leave next week to launch a new West Coast government affairs operation for General Electric. His departure comes at a decisive point for the governor, whose popularity is in decline as he prepares for a special election showdown that could define Schwarzenegger's historic impact on California.

``Now is the time,'' Miner said Monday. ``Arnold is an intellectual, energetic machine and now is the time to bring in fresh horses.''

For most of his first year in the administration, Miner served as point man for Schwarzenegger on his ambitious plans to reorganize government. Miner oversaw the California Performance Review, a 2,500-page report that called for 1,000 sweeping changes in government, including elimination of dozens of boards and commissions and the creation of several new agencies.

Even before it was released last August, the proposal came under fire and faltered. Administration officials disagreed not only on which proposals to embrace, but also on how to enact the changes.

Six weeks ago, Schwarzenegger abruptly shelved his proposal to eliminate 88 boards and commissions, saying the concept needed more work. Last week, however, the administration unveiled a plan to consolidate state technology programs. But other proposals are still waiting to be fine-tuned.

Don Sipple, the governor's main media specialist, called Miner a ``major contributor'' to the governor's policy agenda before and after his election.

``He played an invaluable role in the recall and he's moving on to greener pastures,'' said Sipple.

Kind of hard to believe, huh? LOL. Somehow I don't think this guy will stray too far from home.

GOVERNOR SCHWARZENEGGER ANNOUNCES CABINET AFFAIRS TEAM (january 2004)

Miner most recently served as staff director for the California State Assembly Republican Caucus. He served in the Office of Planning and Research in Governor Pete Wilson's administration where he was the director from 1997 to 1998. Miner also served as the director of research for the Proposition 49 campaign, the After School Education and Safety Act. He has been a member of several state boards and commissions including terms with the California Film Commission, the State Mandates Commission and the State Water Policy Board. Miner will advise the Governor on all policy and has been assigned as lead advisor on the California Performance Review - a fundamental review of California government. He holds a Bachelor of Arts degree in international relations from the University of California, Los Angeles and a Juris Doctorate from the University of the Pacific McGeorge School of Law. He is a member of the California State Bar. He also holds a certificate in State and Local Government from the Harvard University John F. Kennedy School of Government. Miner, 39, is a Republican from Sacramento, CA.
