Warships from China have always been junk.
Not exactly as design of this class began long before the USSR lifted it's arms embargo on the PRC.I think it's electronics have benefitted from Western military sales to China in the 70s & it's anti-ship missiles are modelled on Western ones.

As always, what is important is not just the hardware, but how it is used (tactics) and the quality of the personnel (training) and support.
We should never underestimate any potential foe. Remember how lowly we regarded the Japanese Navy prior to WWII...they cleaned our clock even up a few times.

I think what the Clinton administration did with respect to selling military technology to China was criminal.
As an example, they sold them highly advanced software controlled milling machines that could mill so finely and in such remote crevices that up to 20% the weight of a gearbox or some other componenent could be shaved off.
Those types of savings are HUGE in aeronautical design. And the Clinton administration just gave it to them, no strings attached. Unbelievable.

I doubt if the Japanese military had any American-made weaponry then. Even the American fighters that Japan has at present are actually made in Japan(Transfer of technology, ToT), I guess, and not in the US.

At this point of time,it does pay to remember that China operates around 2 warships which use the LM-2500 gas turbines,purchased in the 1980s & their main ASW torpedo is a variant of the baseline MK-46.They would possibly have got Phalanx systems if it weren't for Tianammen.Hence,putting all the blame on Clinton is akin to being blind to the whole issue.
If Im not mistaken,the PAR used on the Type-052C ships were designed with the help of a Ukranian institute.
