Romans 13

1 Let every person be subject to the governing authorities. For there is no authority except from God, and those that exist have been instituted by God. 2 Therefore he who resists the authorities resists what God has appointed, and those who resist will incur judgment. 3 For rulers are not a terror to good conduct, but to bad. Would you have no fear of him who is in authority? Then do what is good, and you will receive his approval, 4 for he is God's servant for your good. But if you do wrong, be afraid, for he does not bear the sword in vain; he is the servant of God to execute his wrath on the wrongdoer. 5 Therefore one must be subject, not only to avoid God's wrath but also for the sake of conscience. 6 For the same reason you also pay taxes, for the authorities are ministers of God, attending to this very thing

We are not to resist authorities who do God's will. When the authorities do that which is evil, we are under no obligation to render them our obedience. It is not unconditional. Paul has in mind authorities who execute judgment upon God's enemies. He did not mean we should be subject to authorities who violate the Law Of God and who persecute His Children.

Literalism is a bad idea here. Paul isn't saying that the authority should be obeyed no matter what. Otherwise, there would have been no Christian martyrs; they would have renounced their faith when ordered to do so by the Roman authorities. Otherwise, Daniel would not have ended up in the lion's den. Paul is saying that when the governing authority does not command us to do something contrary to the higher law, then we should comply.

I'm surprised no one has cleared this up for you yet but Romans is the work of Paul, not Jesus.
Paul was an essayist, an interpreter of Christ.
Jesus was God.
So, then, Romans is not the word of God but the writings of a wandering supporter who never met Jesus.
