Chirac pleads in Tokyo for an international tax in favour of Africa

TOKYO - French president Jacques Chirac pled Monday in Tokyo in favour of creation before the end of the year of an international tax on air transports to fight against pandemias in Africa.

In front of an economic forum free-Japanese, Mr. Chirac recalled that "together, France and Germany defend creation, by the end of this year, with all the countries which wish it, of a first international taking away of solidarity on the kerosene or the plane tickets in order to finance the fight against the AIDS and great pandemias which decimate Africa".

It stressed that that would make it possible to save "more than three million lives each year".

The French president, who finishes Monday a three days visit in Japan, indicated to have presented this initiative at the Prime Minister Junichiro Koizumi at the time of a maintenance Sunday evening in Tokyo.

"I hope sincerely that we will be able to make succeed together these ideas at the time of the next tops of G8 (in July with Gleneagles, in Scotland) and of the United Nations" (in September in New York).

France made causes common with Brazil, Spain, Chile and Germany, but the United States is completely hostile with the idea of a tax. Japan also remains him very skeptic.

This first initiative against pandemias in Africa must be used as test with the creation of an international tax to finance the development of the poor countries.

France proposed "the creation of new contributions of international solidarity, on the financial transactions, international transport or flows of capital entering or outgoing of the tax havens", pointed out Mr. Chirac.

The objective of an international tax is to collect 50 billion dollars additional to per annum decrease by half extreme poverty in the world from here at 2015, as the top of the millenium of UNO had begun there in 2000. Today 1,2 billion people live with less than one dollar per day.

Mr. Chirac also indicated that the tax could "be used to refund" the loan for the development, said Facilité financial international (IFF), proposed by Great Britain.

Aside from simple objections to the tax itself (not happening), what is the sense of modernizing the places with outbreaks of Ebola, Marburg, and the like so the wealthy infected can panic and fly to the corners of the Earth with their particular load of pathogens.

Cheaper to use nukes already paid for and eliminate the diseased area once and for all (and, imho, just as likely as a tax).

Let me be the first to advocate a stiff tax on all wine and Champagne sales everywhere. France needs to do penance for, oh, maybe the next 100 years or so, to make up for its history of colonial oppression in Africa and elsewhere.

The only answer to aids in Africa is for them to do what Uganda is doing. Preach total abstinence until marriage.

Those already infected with this voluntary disease need to be left alone. Most of them chose that road so we need to let them walk down it. (BTW, this applies everywhere in the world. AIDS funding is totally wasted. Quarentine the carriers, wait ten years and the problem cures itself)

Everything else fails.

The answer to anything a french politician says can't be mentioned on this forum without severe risk of banning for bad language
