But it's also not illegal, according to the BATFE, who would declare it illegal in a heartbeat if it came close to fitting the legal definition for armor piercing.

What the gun grabbers want is a "performance spec" for armor piercing ammunition. That would ban all rifle ammunition, save .22 rimfire (and even some the hotter varients of that!).
