Bob Novak had a column a few weeks ago about how the Sandanistas have completed a silent re-takeover of the military and how the next step is to formalize their control of the country via the political system. The Chavez-Castro bloc -- along with their slightly less noxious allies in Brazil, Argentina, Uruguay, and Chile -- is on quite a roll. Bolivia will fall before long. Colombia muddles through.
There are some good people on Bush's LA team -- Roger Noriega, Otto Reich -- but I think they have trouble getting face time.
