Yes. Though the police have better things to do in that neighborhood than track down the equivalent of TPers, I would imagine.
In a liberal court, the take-downers could aver that they were just exercising their own freedom of speech. If destroying flags is speech...

I wonder if they have fears of those being ripped down. Were it an effigy of a brown-skinned fella in traditional Mid-East garb and beard, with American/Israeli flags in the windows, betcha the paper would publish their family name and origins.

We don't hide behind wussy 'hate crimes' laws. Try putting a similar effigy across the street from them, and see how fast everyone from the ACLU to the 9th Circus Court swoops down to pick your bones clean. Public apathy has guaranteed that the deck is stacked against us everywhere vis-a-vis the First Amendment. You find an equalizer anywhere you can.
