You posted part 2 of the speech. The theme of Clintons 1998 SOU address was "Save Social Security"- this was Clinton's rationale for not returning any of the budget surplus to overtaxed taxpayers.

Clinton also proposed partial privatization schemes to supplement SS in his 1999 and 2000 SOU addresses.
