WASHINGTON - Elliott Abrams, a special assistant to the president and an assistant secretary of state in the Reagan administration, has been appointed deputy national security adviser with a focus on promoting global democracy and human rights.

President Bush's national security adviser, Stephen Hadley, also announced Wednesday that Faryar Shirzad will continue to serve in an expanded role as deputy national security adviser for international economic affairs.

Abrams, who becomes national security adviser for global democracy strategy, will continue work on Israeli-Palestinian affairs in concert with Hadley and Secretary of State Condoleezza Rice.

Abrams has served as special assistant to the president and senior director for Near East and North African affairs since December 2002.

Shirzad, as deputy assistant to the president and deputy national security adviser for international economic affairs, will expand his role to include focus on humanitarian affairs, stabilization, and reconstruction efforts.

Prior to joining the NSC staff, Shirzad was assistant secretary for import administration at the Commerce Department. Before that, he was the lead international trade policy coordinator for the Bush-Cheney transition team.

Abrams is a good man. He's bright as hell, hard working, and loyal. Came from Senator Henry M. Jackson staff -- who was one of the last of the good Democrats.

But it's not a new term.
