The last time an amnesty for illegals was pushed through (Republican House, Republican Senate, heading to Republican President), in 2002, it was stopped on a procedural technicality. The Senator who stopped it wasn't a Republican Senator. No, it was ole 'Sheets.' Yeh, Senator Byrd was the one who stopped it.

But the reason he stopped it was a personal grudge against Bush (Bush shot him down a few months ealier). It had nothing to do with that actual issue of the bill.
