I finally understand the report buys into Secular Humanism that says all human issues and human global problems can be solved by reason, rational, knowledge and by being educated and tolerant, etc.

This report can't understand why this person of a 3.0 measure of intelligence would be accused of such a crime.

I guess it would be more believable of someone of less intelligence.
