Every media organization has its own style book, reflecting its own values. Surely Fox News, for example, doesn't employ the same nomenclature.
Different media outlets use different language for controversial topics that are prone to euphemism. A common split for abortion articles is "groups that favor abortion rights" and "groups that oppose abortion rights." It still puts pro-life in the opposition, but at least it's not using the euphemism "choice." Judy Woodruff may be just floating on her own language for this one.
