I think it will be GOPers who wind up blocking Bush's major initiatives.
There are people like Lugar and McCain who are doing everything they can to undermine him in Iraq (might add Lindsay Graham to that).
The entire Buchanan wing of the party won't even discuss options for border security.
And there are a lot who don't want to touch Social Security or permanent tax cuts.
He might get GOP agreement on tort reform, and if that's all he gets, at least it's something.
