Scottsdale Republican Congressman J.D. Hayworth is criticizing the Mexican government over a controversial pamphlet for migrants and undocumented immigrants looking to enter the United States.
The Mexican government has put out a new booklet titled "Guide to the Mexican Immigrant." The guide gives Mexican migrants information regarding how to cross into the United States safely. There has been a substantial number of deaths of Mexican immigrants in the Southwestern desert in recent years. Also, the smuggling of some of those immigrants into Tucson, Phoenix and other U.S. cities has resulted in other illegal activities, kidnappings and violence between rival smuggling gangs.
But the booklet is being criticized by some in the U.S. as another encouragement of illegal immigration by the Mexican government.
Hayworth, a conservative who represents Scottsdale, Tempe and Ahwatukee, said Tuesday the migrant guide is a "flagrant example of the Mexican government's lack of respect for U.S. laws."
Hayworth is voicing his protest in a letter to the Mexican ambassador in Washington.
"The booklet is essentially a 'how to' guide for illegal entry into the U.S. that provides recommendations for illegal aliens in evading detection of federal authorities once in the U.S. Not once does the guide mention how a Mexican migrant can come the U.S. legally," Hayworth said in the letter.
This is not the first time Hayworth has criticized the Mexican government for not doing more to address illegal immigration into the United States. That includes threats to reduce U.S. foreign aid to Mexico and use some of that money to address immigration costs.
The Republican is mulling a run for governor in 2006 against incumbent Democrat Janet Napolitano. Hayworth has become increasingly hawkish on the immigration front in recent months, arguing tougher border controls and stricter enforcement of existing immigration laws need to precede new proposals such a guest worker plan.
Guest worker initiatives have the backing of business groups, the Bush administration, Napolitano and some other Arizona Republicans.

Hayworth, for the most part, is one of the relatively few good ones on immigration.
I clicked on the link to this Guide, and it downloaded just fine. But I can't read it -- it's all written in Spanish! It's just like the free newspapers that keep getting thrown onto my lawn all summer long here in central California (no, I'm not kidding).
Am I the only one who thinks this "booklet" has a decidedly "socialist workers" theme in the picture on the cover. Yeesh, could have been a picture out of some Lenin/Marx Russian poster of the 20's.
How's about we calculate the amount sent back to mexico each year by illegals, triple it, and reduce their foreign aid by about twice that amount??

It most definitely has the 'socialist realism' look and feel. It also has subtle anti-gringo scenes: the big bad white border patrolman standing imposingly in front of a father and his two children, for instance.
Then ther's the laughable Marvel comics style depictions of women, like the blonde on p. 10 in the skin-tight dress.
The whole thing is hysterical. You don't have to understand spanish to get the drift. Or end up laughing.

I saw a story about this on Fox. The comic book doesn't just tell them how to sneak into our country, but how to REMAIN here and evade detection. One of the bits of advice it gives is not to beat your wife because that might attract the attention of the American authorities. Isn't that lovely? They have to be told not to beat their wives, and NOT because it's a cruel and brutal thing to do. That is apparently beside the point. No, they shouldn't do it because it might get them caught and deported! We are allowing and millions millions of people to flood into our country, people who have to be told, "Don't beat your wife"!
The world has gone frigging insane.

Hayworth Condemns Mexican Government Sponsorship of Illegal Immigration
WASHINGTON U.S. Rep. J.D. Hayworth's first act after being sworn in for a sixth term in Congress was to send a pointed message condemning state-sponsored illegal immigration by the government of Mexico.
In a letter to Carlos de Icaza, Mexico's ambassador to the U.S., Rep. Hayworth called the Mexican government's continued encouragement of Mexican citizens to come to the U.S. in violation of our immigration laws "nothing less than an act of deliberate hostility against the United States - an attack on our sovereignty - and it must cease before it does permanent damage to our relationship."
Rep. Hayworth's action was in response to exposure of a booklet printed and distributed by the Mexican government entitled "Guide to the Mexican Immigrant." He said the booklet is only the latest flagrant example of the Mexican government's lack of respect for U.S. laws.
"The booklet is essentially a 'how to' guide for illegal entry into the U.S. that provides recommendations for illegal aliens in evading detection of federal authorities once in the U.S. Not once does the guide mention how a Mexican migrant can come the U.S. legally!" Hayworth said in the letter.
Hayworth pointed out that the U.S. welcomes over 1 million legal permanent residents each year, 20 percent of those from Mexico, an amount three times greater than any other country. He also noted that the 1986 amnesty conferred green cards on 2.8 million illegal aliens, about 2.5 million of whom were Mexican, which represents about 12 years worth of Mexico's current annual immigration quota.
"America has been a tolerant and generous good neighbor in its reception of illegal Mexicans into our midst. But enough is enough," Hayworth said.
Hayworth labeled as "disgraceful" the Mexican government's open encouragement of its citizens to head north. That, he said, not only breaks our immigration laws, but also "tramples the spirit of citizenship and assimilation those laws were meant to foster. Illegal immigration weakens our welfare, judicial, and educational systems, and costs Americans jobs. And it endangers our national security."
Hayworth warned Ambassador de Icaza that the Mexican government's expressed support for an accountable guest-worker program is jeopardized by that nation's support of illegal immigration.
"Such a program is simply not possible as long as the illegal invasion of America's borders continues with the active encouragement of the Mexican government. If the Mexican government wants to work constructively for immigration reform in general and a guest-worker system in particular, it needs to start becoming a partner in securing our border instead of an accomplice in overrunning it. Ending the distribution of the guide would be a good place to start," Hayworth's letter concluded.

Hayworth: Omission of Vital Border Security Provisions In Intel Reform 'Scandalous, Unacceptable'
WASHINGTON- U.S. Rep. J.D. Hayworth of Arizona will vote against the intelligence reform bill intended to implement recommendations of the 9-11 Commission when the measure comes before the House for final approval later today.
In announcing his intention to oppose the bill, Rep. Hayworth issued the following statement:
"I asked supporters of this bill to explain why, in view of haunting evidence that America's porous border security system enabled 19 murderous Islamofascists to move around the country and get in position to kill nearly 3,000 Americans on 9/11, were provisions stripped out of the final version of the intelligence reform bill that were specifically written to prevent that from happening again?
"The only response was that those concerns could be addressed next year.
"The potentially deadly absence of vital border security provisions in the intel reform legislation is scandalous and unacceptable and it is why I could not in good conscience support the bill."
