Of course. They now say that all the votes have been counted. You ask, 'How can they tell?' It's easy -- the Democrat won THIS recount. Ergo, all the votes have been counted.

Had this recount resulted in another apparent win by the Republican, it would have provied proof that not all votes had been counted. Party officials would have scrambled, searching through warehouses, back alleys, and Democratic headquarters looking for any ballots that had been "overlooked".
