To a certain extent it is passed on culturally in families. Yes, there are conversions and defections, but most people seem to get their basic political outlook from their parents. Which is why the childless left so desperately seeks to retain control of the schools: to try to recruit new young liberals from other families to replace the ones they themselves aborted or refused to conceive.
Liberals don't reproduce, so they must recruit. /exaggeration>
