W rewards incompetence. Tenet is obvious, Bremer made a mess of post-war Iraq. Franks is deserving IMO.

In my opinion Franks is the most deserving, but don't forget about Bremer. John Kerry was back here yammering on at 6pm every night about how we would never get sovereignty handed over on time - and Bremer did it 3 days early!

Bremer did what you would expect from a life long State Department hand.
But he should get credit for going to work everyday for a year wearing the largest bulls-eye in the world.

In my opinion, Bush should appoint Tommy Franks to be the Secretary of Homeland Security. He'd be an excellent choice now that Kerik has dropped out of the running.
