Essentially, yes.

Two reasons:
1. such evidence is hearsay
2. the reasons stated before

Now, the mother could go to the police and they could investigate further, but the initial "admission" on the phone is not admissable (and might taint other evidence if not collected carefully!!)

Really. The case is about the eaces dropping. Whether it was by a parent was irrelevant.
