Look at Title V, above. It appears to beef up border control, etc., but I'm skeptical of this entire piece of legislation. Anything the Dems want so bad cannot possibly include tought anti-illegal immigration measures.

Your guess is as good as mine -- 263 pages of legalese doesn't exactly make for light and easy reading. Frankly, I simply do not understand the main provision in this bill -- the new National Director of Intelligence. The way it appears to be set up, it looks like a recipe for more, not less turf wars. Do all the heads of all the other intelligence agencies report to the new director, even though they also stay within their "home" agencies? Sounds like a mess to me.
