You heard mostly correctly. The vast majority of "new world" tarantulas are quite docile and timid, going well out of their way to avoid contact with any potential predator (which includes humans). My 3 girls are all hand-tame.
"Old world" tarantulas, on the other hand are usually quite aggressive, temperamental, and cranky, and should never be handled. The same goes for most large Aussie spiders.

We own one old dog and 5 cats. Our cats ignore our dog and vice versa, except for Buster, our white feral cat. Buster lives outside, on our back porch and sleeps locked up in the spare bedroom when it is really cold. He slaps our dog around, follow the dog and slaps him in the face, and the dog runs from him, ha ha.

Utah is not a live-free-or-die state in the way that Idaho or Texas is...
The culture is quite regulated. There are some issues which blow up into maelestroms, like whether Davis County should fluordate the water (took two elections to get that one settled - if it's really settled yet), which coming from a different part of the world seem like silly things to get in a fight about, but I suppose these are areas that are in the "unregulated" sphere and therefore free to react to.
It is the normative in Utah to be allowed 2 dogs if you are in most city limits, or else you have to own acreage and get a kennel permit. Of course, counting on which town you are in, your lot may be too small to have more than two dogs, but be large enough to have a horse. Go figure!
In Idaho, if they tried that, they would probably get shot.

At BYU? I'm a graduate of there...I remember maybe 5-10 people I'd classify as liberal. At the time, the number of students was about 28,000. I remember reading an LTE to the local paper. The author was complaining about Ronald Reagan and what a liberal he was. There are lots of extreme left wing college towns in America, but Provo ain't one of them. :-)
So I don't know what the deal is with that ordinance. I suspect it started because a someone with lots of loud animals lived next door to a city councilman or someone who complained loudly to the city.
im guessing the law popped up from people who put cats and dog together whom didnt get along, causing some sort of casualty (usually the cat) and then heavy handedness by the town council. either that or its a weird antiquated law.
Ive been in plenty of households were the housecat and dog should be seperated or one of the other pets is gonna be in rough shape.
