So... it's not "actually" torture. It's just really unpleasant to be there.
Well... dang me. I suppose anything short of Club Med would be "tantamount" to torture without *actually* being torture?
I've stayed in some hotels that were "tantamount" to torture... and I didn't see anybody from the Red Cross there...
IIRC Weren't these jihadists living in CAVES when we got a hold of them. I guess as far as the Red Cross is concerned, delousing them is a form of "torture."
