He is still the 43rd person to be president. To be technical to the point of anal...actually W is the 42nd person to be President, though he IS the 43rd President.
Grover Cleveland was President number 22 and number 24 -- same person, 2 Presidents. He was elected two separate times, but never re-elected.

I should have said he's the 43rd change of presidents, which is really what they count.Except that we have only had 42 changes of presidents (unless you count Washington as a "change of presidents") :-)
