Nine North Eastern US states are asserting their independence from the country's federal government by implementing the Kyoto protocol on global warming. The regional initiative is being led by New York state Governor George Pataki (pictured), a moderate Republican, who hopes to announce the full details by next April.
In addition to the states that have signed up to Mr Pataki’s scheme, two other US states and several Canadian provinces are involved as observers. Their intention is to have a cap and trade scheme up and running by 2008, with polluting industries allocated a CO2 emission allowance that can be traded with other participants.
Informal talks have also taken place between the nine states and the European Union, aimed at bringing them into the international trading scheme.
The announcement is a major embarrassment for US President Bush, who has refused to accept that global warming exists, and follows a recent decision by the state of California to provide funding for stem cell research, another initiative blocked at the federal level by the President.
The latest move adds to the mounting international pressure on the Bush administration to eventually sign up to Kyoto.
“There’s no question that this turns up pressure on the federal government,” Peter Vaborowsky of Evolution Markets, a brokerage specialising in the environmental sector, told the ‘Independent’. “In the past when individual states have taken action on other pollutants, the federal government has then taken action.”
After years of delay, the Kyoto Protocol is finally due to come into force within the next three months, following ratification by the Russian parliament last week.

I wouldn't say that. However the economic impact will be entirely the responsibility of those states.
It's typical european editorialising and media bias. If it's bad for Bush - print it, if not - circular file.
The devolution of our Consitutional government continues. States now act as their own international representatives tripping over themseleves to implement standards created by a corrupt socialist organization who's only purpose is to redistrute US wealth and "equalize" our economy, standards and culture with third world countries.
What do you want to bet, the states regionalize in a couple of years? No need for Washington, the Constituion and legal standards set by our own people, is there?
U.S. states entering into international treaties? Illegal as can be and the governor of New York knows it.
Theis in the end will get us moe votes. Pataki is pushing this. Guess he unerstand he can ner be Persident. The GOP needs to start responding to this BS now. This will be one of the Rats major planks in 06 and 08

But he doesn't have to sign the Kyoto treaty in order to implement it's tenents!
That's how they will get around the 'legal' part of it.
Please tell me that as these bleu states hobble their indigenous smokestack industries, that they will not be importing electricity from the 3rd world red states...

Perfect test case to show why Kyoto is damaging to US companies and jobs.
When Pataki forces the rules onto the New York companies they can pick up and move to another state (instead of aother country) and show everyone what will happen if Kyoto is signed!!!
If the rest of the country stands firm we will see the economc decline of the Kyoto states as industry leaves the Kyoto states for the still free states.
They are responding to the electorate in their own liberal states. I wouldn't consider it an embarrassment for Bush. That's what the people there would vote for, if they had a chance.

No it doesn't.
States are free to enact any law, so long as it is constitutional and does not go directly against any Federal law.
New York has just recently passed a 'vehicle smog and inspection law', that, in my opinion, will take much more freedom away from the citizens of the state.
The 'law' basically states, that if you allow your vehicle inspection to 'run out', you will be fined $150.
There will be no 'notification of intent'. Just as fine that is received in the mail that is MANDATORY.
So anyone in New York who stores a car for the winter better be absolutely sure it's inspection doesn't run-out before it's taken out of cold storage before spring.
I park my Trans-Am every winter and keep it insured and registered, but the Inspection is due in March, and I generally don't take it out of storage until May.
Everyone pays in this picture except China, the biggest polluter of them all. We voted this down once...and that better happen again if it comes up.
