To me, the obvious interpretation is completely the opposite: it indicates something suspicious on all those (D)s who asked for and cast provisional ballots though they were not properly registered to vote, had already voted, etc.

Yep. Postive proof that the Democrats were attempting voter fraud in the thousands, while the Republicans were honestly voting. Integrity, integrity, integrity. Kerry knows the word, but its Republicans who have it, most Democrats don't.
