GEORGE W. BUSH has surpassed Ronald Reagens Popular Vote...that would mean he has the largest popular vote of any elected President

Correction...the largest Popular vote of anyone who has ran for President

Ronald Reagen 1984 - 54,455,075 George W. Bush 2004 - 54,526,433

While that is nice, it's still true that there are twenty to thirty million (plus or minus) more americans today than there were in 1984.
