Moscow, Russia, Oct. 29 (UPI) -- Moscow says its anti-terrorism agents have foiled more than 500 terror attacks so far this year, Itar-Tass reported Friday.
Nikolai Patrushev, the nation's Federal Security Service chief, told members of the State Duma as Russia's parliament is known, that 200 of the more than 500 attacks averted were major ones.

I should have been more clear. My skepticism was more directed at the Russian statment, than your comment.
This has to be true, and won't be realized by anyone who doesn't consciously think about it. Terror can't be defined in terms of failed attempts. Not visual enough, and even if people knew of a failed attempt, the destruction and loss of life doesn't register because naturally people don;t want to think about it. If Francois Lurch gets in, we would have more reminders of what a 'nuisance" terror really is.
I don't trust the Russki's.......
