They're not. The pilots were in violation of restricted air space.
They are not allowed. But how do you stop them, except escort them or shoot them down.
There are temporary no-fly restrictions, of which pilots are notified, someone posted that on another thread.
Some pilots choose to disregard them.
After a couple of them would get shot down, maybe they would pay more attention.

No Josh, I'm sure a NOTAM was issued for pilots. However, people who don't obey the laws wouldn't care would they? That's the trouble with government, sometimes people just don't pay any attention to them.

They aren't, but with all the impromptu unscheduled
campaigning being done, unless the pilots check the
NOTAMs for new TFRs just before take-off, they won't
have any idea, until an F16 appears along side.
This is highly unlikely to be a DNC attempt to
heckle from the air. The reports I've seen indicate
that at least one of these planes was close enough
to the rally that ground fire would not have been
surprising.
The fighter jets overhead were so loud and we couldn't figure out why they were overhead- then the sight of this plane wandering over the stadium area with our President standing there with Marine one behind him was unnerving at the least. The 73 yr old professed "snowbird" acted oblivious to the restricted air space. But why did he come from Ft Lauderdale north?
