It certainly is. The ones in Alachua County seem to have been students at UF in Gainesville who, according to an article, thought they were signing a petition and were actually signing a voter re-registration form. (And these kids are considered smart enough to be in COLLEGE?)

In any case, it appears that this was done by an individual in a private company hired by the GOP to do voter registration. Check that person out carefully, and I bet you'll find he's a Dem plant. Exactly the same fraud happened in one of the Western states recently, and also involved an employee of a private "consulting" company.

Last week Hill began reviewing the forms collected at the University of Florida and other schools by a man named Mark Jacoby. He worked for a contractor that signed up voters for the Republican Party of Florida.

A further search on Mr. Jacoby reveals:

Although his company encourages students to register Republican, it is not sneaky in doing so, said YPM owner Mark Jacoby, who added he worked for Al Gore’s campaign in the 2000 presidential election.
