Remarks by BC04 Campaign Chairman Gov. Marc Racicot on Voter Fraud and Other Election Day Issues

ARLINGTON, VA -- Today, Bush-Cheney '04 Campaign Chairman Governor Marc Racicot made the following remarks regarding voter fraud and other Election Day issues during a Bush-Cheney '04 conference call:

"Thank you Steve. Thank you all for joining. First of all I want to start with a declaration of the principles under which we operate in reference to issues of voter fraud, voter intimidation, and enfranchising virtually every American who has registered and wants to participate in the political process to be an effective voice in that process. Parenthetically, let me make note of the fact that we have worked very hard to provide the tools and the inspiration for every American to be able to participate in the process of elections across the country including the presidential election. We’ve worked towards an unprecedented registration of new voters, and that obviously includes Democrats, Republicans and Independents. In addition to that, we have put together the largest grassroots outreach effort that we’ve ever embraced in a presidential campaign in the Republican Party in an effort to involve more Americans. And we have tried to be open and constantly transparent in our efforts to address issues that could in any way present any obstacle to Americans voting in this presidential election.

"We have some very sincere concerns about some of the activities and efforts of the opposition – the Democrats – that we believe reflect a certain cynicism and in the end result in an effort that can present extraordinary difficulties to election administrators across the country, and in addition to that can bring a level of chaos and a conversion of our efforts, turning the Constitution into a circus-like activity that is very confusing and difficult for the American people to understand precisely, which has the ability to ultimately paralyze -- if it is not corrected, if it does not change, if these efforts continue -- to paralyze the effective ability of Americans to be able to vote in the next election. Let me provide you some of those details of the things that we are talking about and we can flesh out any of the questions and address any of the circumstances that you may have concerns about.

"First of all, there have been numerous lawsuits filed. I can very quickly inventory twenty-seven different lawsuits in about nine different states that have been filed by the Democrats or Democrat-associated 527 independent groups – allegedly independent in the eyes of the law – that are operating in concert with the Democrats. They have been focused upon everything from making allegations of intimidation to seeking to make certain that everything possible is done to change the rules, as we perceived to be, of the registration process and the early voting process. They have brought lawsuits to change the rules in the middle of the stream, and thereby imperiled the ability of our military personnel around the world to be able to vote by delaying the mailing of ballots in their correct and certain form so that our men and women in the armed forces can be able to cast an effective vote. And what we are focused upon is a call to action that is a mutual effort – Democrats and Republicans. We have on prior occasions under the auspices of the Republican National Chairman Ed Gillespie in June invited and requested the Democratic National Committee to participate in a joint effort to provide teams to virtually any area of the United States of America where there was a challenge or difficulty presented with Americans effectively being able to exercise their franchise to vote, having on-site abilities to be able to address those issues fairly and openly, transparently and to make certain that there were not obstacles placed in the way of people that want to be part of this presidential election.

"Presently with these lawsuits they have in a resounding fashion been rejected by the courts. We now see Democratic efforts and 527 groups associated with the Democrats forum shopping, looking for other courts, bringing these pieces of litigation – these lawsuits – in an effort to try and paralyze the system. Our belief is that there is a certain sense of desperation associated with the Democrats’ campaign, with the presidential campaign of John Kerry. They have advanced in our judgment a willingness to say virtually anything to get elected and now we believe that there’s ample evidence to suggest and to prove that they’re willing to do anything, including bringing chaos to this election, in order to ultimately bring about an opportunity for them to be successful.

"And I think our call to arms – our call to action here – is one that is to embrace the assistance of the Democratic National Committee and the presidential campaign of John Kerry to do a number of very specific things: first of all to stop dividing Americans. Second of all, to make a commitment to complete openness and transparency. Thirdly, to make a commitment to zero tolerance for intimidation and fraud of any kind whatsoever, including fraudulent registration efforts which we can document around the country, to make absolutely certain that we provide every American in this nation the chance to participate in this election in a meaningful way."

Bush will be elected President by the Congress in January. If the Senate goes Dem, Kerry will be chosen as Vice-president.

US Constitution

Article 2

Section 1

Clause 3: The Electors shall meet in their respective States, and vote by Ballot for two Persons, of whom one at least shall not be an Inhabitant of the same State with themselves. And they shall make a List of all the Persons voted for, and of the Number of Votes for each; which List they shall sign and certify, and transmit sealed to the Seat of the Government of the United States, directed to the President of the Senate. The President of the Senate shall, in the Presence of the Senate and House of Representatives, open all the Certificates, and the Votes shall then be counted. The Person having the greatest Number of Votes shall be the President, if such Number be a Majority of the whole Number of Electors appointed; and if there be more than one who have such Majority, and have an equal Number of Votes, then the House of Representatives shall immediately chuse by Ballot one of them for President; and if no Person have a Majority, then from the five highest on the List the said House shall in like Manner chuse the President. But in chusing the President, the Votes shall be taken by States, the Representation from each State having one Vote; A quorum for this Purpose shall consist of a Member or Members from two thirds of the States, and a Majority of all the States shall be necessary to a Choice. In every Case, after the Choice of the President, the Person having the greatest Number of Votes of the Electors shall be the Vice President. But if there should remain two or more who have equal Votes, the Senate shall chuse from them by Ballot the Vice President. (See Note 8)

You may be right. My first pick is Gov. Bill Owens (CO). I just hope it ain't McCain, Pataki, or Giuliani. The GOP better start now because we need a strong candidate to beat Hillary, and we don't need a RINO.

Bill Owens probably won't run, too many family problems.

I like Frist personally, he'd be a pretty good candidate.

I hope Giuliani doesn't wase his political captial running for President. I'd love to see him as Governor of NY or Senator from NY, but I couldn't support him for Pres unless he actually got the nomination, most conservatives couldn't.

He's actually not all that bad for a Democrat, but it's stupid not to have a Republican from Montana. No way should we have a Dem.

Regading vote fraud; Just saw an Iowa reporter say that Bush could win there except that already the 527's have signed up people to send in 25,000 ABSENTEE BALLOTS. These are votes already turned in.

I think my worst fears may get realized 1. the democrats have worked harder to get out the new voters 2. the voters sending in Absentee ballots portends much voter fraud 3. the dems are gonna find a way to litigate this win

Give me a break - the GOP better wake up and figure out what the dems already know - that this is war and we had better be ready to fight. If the GOP lays down on this I will Never support them again - the american people will not support a president who acts like he is above the fray - he must show some courage and fight the rats on this tooth and nail. Message to the GOP - quit acting like eletists and get in their and fight this crap from the rats!!!!!!!!!

The Democratic Party is following the Al-Qaeda model. We have to successfully stop their attempts at fraud 100% of the time. But they only have to win once. A single fellow traveler judge could grant them the "right" to cause total chaos.

It is not going to be that simple if it comes to that. Possibilites:

1) Both campaigns will have well over a month to attempt to convince electors to switch sides, or challenge electors' credentials.

2) The House must choose from the top three EV getters on January 6. If the Democrats can convince a single elector anywhere to change his/her vote for someone else - say, for example, a more liberal Republican like McCain or Rudy Giuliani - they could cause a schism in the GOP voting, and allow Kerry to sail through.

3) The Democrats could simply refuse to show up on January 6. No quorum, no voting.

4) If the RATS can find a single House member and a single Senator to officially "challenge" the legitimacy of any EVs, both houses must adjorn to their respective chambers and hammer out a decision.

And that's just a sample of the crap the Democrats could pull.
