For what's it worth, the discussion in the article about Homeland Security's use of the OTA "Other Transaction Authority" is a little misleading. Any military agency (I am not sure about other govt agencies) can and has used OTA. It is NOT new. What it does in essence is actually streamline some of the contracting rules to make things a little more fluid and easier/quicker to execute. There is no use of it for "mystery."
Technology is helping our border patrol (we could use more of it actually). Sensor technologies developed for DHS are also being commercialized for use by first responders out in our general communities at large. I would rather see money "thrown" into technology than in puffing up payrolls. It is obvious that to be truly effective both man and manpower have to be in play.
It seems this article tries to cast a disparaging light on the pursuit of new technologies.
