They're not looking for hack programmers.
Knowing what Google is like, they're probably looking for PhDs in CompSci with postdoctoral research and business experience. These guys are already working for 30-40 lakh in India. To get them to join up, they'll probably have to offer them 40-50 lakh, plus stock options.
This is still cheaper than the US, where guys like that would cost $200K+, but it's not really outsourcing to save money. They have just managed to round up all the guys like this they could get their hands on in the US, and are looking for fresh sources.
