Thank you. At the very least, there is an appearance of impropriety. When journalism was more reputable, this alone would trigger some sort of audit.

"...With Bush hoping to burnish his environmental credentials, the wetlands bill-signing merited a full-blown ceremony in a White House auditorium attended by Cabinet members, lawmakers and the conservation group Ducks Unlimited.
But some environmental groups said the event, on legislation Bush said "shows our concern for the environment," was in contrast to other moves by the administration that threaten wetlands.
Millions of acres of wetlands remain in regulatory limbo, translating into potential opportunity for developers because the Bush administration hasn't yet firmed up its approach to regulating wetlands.
The confusion stems from a Supreme Court ruling last year in a developer's challenge that said the Clean Water Act's authority over navigable waters doesn't extend to "isolated" wetlands.
Environmental groups fear soon-to-be-announced rules dictating which U.S. waters were affected will make it "easier to fill many, many more wetlands," said Julie Sibbing of the National Wildlife Federation..."
