I don't see a single thing in here to indicate any systematic use of terror. Wanton killing of Russian women may be an atrocity and a war crime, but I fail to see how such acts would terrorize Chechens.

Moreover, it has been fairly widely reported that strong evidence indicates that the FSB actually perpetrated the bombings. Many news groups have reported that after the fourth major bombing in September 1999, local police foiled a fifth bombing when they arrested terrorists planting explosives in another apartment complex. The terrorists turned out to be FSB agents."
